By governmental decision in the Republic of Serbia, the Home was founded on October 2nd 1969. Today, the Ministry for labour, employment and social affairs is ultimately responsible for the Home. The Home is very nicely situated on more than 18 hectares of land (45 acres) in the Belgrade suburb of Sremcica.

Since its foundation, the Home works closely with the families of mentally challenged persons, professionals working in this particular field, Government, local and municipal bodies, quasi-government corporations and organizations, and various agencies in secure the undeniable right of the mentally challenged for quality of treatment.

Through its dedicated and committed service, it has earned itself an reputation of par-excellence organization in the area of human development with special reference to the mentally challenged. Besides, it has changed the way habilitation and education services are provided to persons with intellectual disabilities.

The Home is not merely a physical institution, situated in Belgrade, the capital city of Serbia and Montenegro. The Home is in a sense the "oasis" for the mentally challenged persons and their families.
